You may feel
possibly that a grant of £100,000 should to some extent
be conditional on the conclusions reached as the result
of the Committee's advice. I would stress however
that the grant asked for is in respect of past obligations.
In (I think) the unlikely event of the University being
wound up and the Government taking over such of its
functions as are considered essential to the Colony
(e.g. the Medical School) any necessary financial adjustment this estimated could then be made in relation to the £29,000 which t
the
University will hold after its obligations have been met
if the grant is received.
Mr. Sloss's note is a rough one, but you will
appreciate the difficulty of obtaining accurate figures.
If there are any further points upon which you wish clarifi-
cation would you like me to bring Mr. Sloss to the Treasury
to meet you?
If, as I hope, you agree to sanction this grant we
shall arrange for the issue of an Order in Council setting
up a small Finance Committee empowered to exercise the
relevant powers of the University Council, to administer it.
Two of the four members would be members of the
Colonial Office.
